The First Waters
This working paper introduces Consent and Order Candidate Layers as a non-executable framework for AI+AGI-generated consent phrases, order phrases, approval phrases, payment request phrases, contract phrases, and action request phrases in the AGI era. Building on Papers 1 through 9 of the AGI Structural Alignment Series, this paper addresses the structural risk that AI+AGI-generated language resembling consent, order, approval, payment, contract, or action request language may be mistaken for completed human acts or external system operations. The paper defines consent-like, order-like, approval-like, payment-like, contract-like, and action-request-like phrases generated by AI+AGI systems as candidate phrases before human discretion, role alignment, authority-condition boundary review, multi-layer verification, evidentiary reference, sealing reference, preservation reference, or external execution environments. The framework does not present a consent application, order processing system, payment engine, contract formation mechanism, autonomous agent architecture, execution system, settlement system, or legal-effect mechanism. It provides a non-executable candidate layer that prevents generated action-like phrases from being directly elevated into consent, approval, payment, contract formation, responsibility determination, external action, or legal effect.
